2023 Leadership Journey Project: Reframing Technical Exchange For HIV Programs In The Era Of National And Global Expertise
Dr. Silvia Kelbert is an infectious disease physician and global public health leader with comprehensive clinical skills and over 15 years of experience providing clinical, technical and programmatic leadership to national HIV and TB programs in nearly 20 countries across Latin America, South East Asia and Africa. She has extensive experience in gaining country buy-in and supporting governments and local partners to take science-based evidence to scale ensuring countries reach and sustain UNAIDS 95-95-95 treatment and prevention targets across all ages, genders and population groups, with a particular focus in HIV pediatrics and eMTCT. She is passionate about person-centered care and the importance of a person’s agency and treatment literacy (U=U; undetectable equals to untransmittable). She started her professional career as an infectious diseases physician in an infectious diseases OPD and hospital wards in Southern Brazil providing direct clinical care for people living with HIV and managing complex opportunistic infections before move to Mozambique where she worked closely with MoH supporting the rapid introduction and scale up of HIV/TB prevention, treatment and care services for children, adults, pregnant and breastfeeding women in early 2000s. Dr. Kelbert received an award of distinction at LSHTM for her master’s dissertation “Prevalence of, and risk factors associated with, HIV-1 infection among women at high risk in Beira, Mozambique: a conceptual hierarchical framework approach.” She received her Infectious Disease Medical Specialization in 2007 from the Hospital de Clinicas de Porto Alegre/Universidade Federal do Rio Grande do Sul, Porto Alegre.
