Graça Matsinhe is a senior public health physician and health systems leader with more than 15 years of experience designing, leading, and scaling high-impact health programs across sub-Saharan Africa. Based in Maputo, Mozambique, she has built a distinguished career at the intersection of immunization, malaria control, digital health, and health systems strengthening, working closely with governments, donors, and global partners to translate evidence into sustainable action. She has held senior leadership roles within the Ministry of Health, Population Services International (PSI), and JSI Research and Training Institute, and has played a pivotal role in the nationwide introduction and scale-up of multiple vaccines, including COVID-19, Rotavirus, Measles-Rubella, IPV, and HPV. Graça brings deep expertise in program design, strategic planning, policy influence, and monitoring and evaluation, combined with strong skills in stakeholder engagement, resource mobilization, and capacity building. She has collaborated extensively with WHO, UNICEF, Gavi, the World Bank, USAID, the Global Fund, and the Gates Foundation, and is widely recognized for her ability to align technical rigor with practical, country-driven solutions that improve health outcomes at scale. Graça holds a Degree in General Medicine and a Master’s in Public Health (Health Systems Management and Policy) from the Institute of Tropical Medicine, Antwerp.
