Francisca Okafor, RN, RM, BNSc, MPH, FWAPCNM, HCBTNF, GANV (Director/Head, Regulatory and Professional Schools Division, Federal Ministry of Health and Social Welfare) is the Director/Head, Regulatory and Professional Schools Division, Federal Ministry of Health and Social Welfare, Abuja Nigeria. She was formerly the Director Nursing and Government Chief Nurse from 2017 to 2025, and has worked in various Departments of the Ministry of Health having joined the service as a young staff Nurse-Midwife in 1992. She is a Health Management Expert with over 20 years of leadership experience. She acquired a Masters degree in Public Health majoring in Health Service Management, and Masters in Midwifery. She is also a Fellow of the West African Postgraduate College of Nurses and Midwives; an alumnus of Global Nursing Leadership Institute of ICN, and an inaugural Fellow of the Harvard Chan Burdett Trust Nursing Leadership Programme. She is currently a PhD midwifery student of ACEPUTOR, University of Port Harcourt.
