Joy Uzoho, (Founding Partner, Halton Health Development Foundation) is a seasoned Management Consultant and Health Financing Specialist with over 11 years of experience driving health systems strengthening across Nigeria and sub‑Saharan Africa. She has led the design and implementation of social health insurance schemes, coordinated multi‑country projects, and conducted high‑level diagnostics, including fiscal space analyses, political economy reviews, and health financing landscape assessments. Her work has informed donor investments, guided government resource mobilisation, and shaped national reforms such as the NHIA Act and decentralisation of health insurance in Nigeria. Joy has authored influential policy briefs and advocacy materials and served as Network Coordinator for Nigeria’s Joint Learning Network for UHC, convening stakeholders from 28 states. She has consulted for leading organisations and managed projects funded by UNICEF, Global Fund, WHO, Gates Foundation, CIFF, FCDO, and USAID. She is a Chevening Scholar and holds a Master’s in Health Policy, Planning and Financing from LSHTM and LSE.
